Vietnamese Fisheries efforts to well implement the IUU Regulation

Currently, the certificate system for caught seafood in Vietnam is welloperated. Inspecting 5 percent of cases with the catch certificate (theCC) and CC grant measures have shown the lack of compliance offishing vessels with over 90 CV is reduced.

To support Vietnam in implementing the Regulation 1005/2008, the Directorate General for Marine Affairs and Fisheries (DG-MARE), European Commission has sent their consultants to Vietnam to review and assess the certificate process of caught seafood here.

After the work at the Department of Capture Fisheries and Resources Protection and the survey in Baria – Vungtau and Khanh Hoa, the consultant team said although the IUU Regulation early went into “life” of Vietnamese fisheries, all the state authorities, enterprises and fishermen tried to have consensus and implement fairly well.

The Directorate of Fisheries (D-FISH) said Vietnam committed to comply with EC regulation on the catch certificate and will adjust the CC form based on the recomments of DG-MARE. Since late 2010, Vietnam has sent CC form to DG-MARE to propose the review and approval. DG-MARE confirmed to havereceived Vietnam’s proposal and committed to respond formally in January 2011. Early January 2011, D-FISH also sent re-export certificate form after receiving the supplemental proposal of DG-MARE, however, up to date, Vietnam has not received the official respond of DG-MARE on this issue.

To meet the requirements of Vietnamese seafood export enterprises and EU member states, on 2nd March, 2011, the Ministry of Agriculture and Rural Development (MARD) issued Circular No.09/2011/TT-BNNPTNT regulating on the catch certificate of exported seafood to EU. This Circular regulates the CC form, imported seafood validation form to process and export to EU.

Implementing to issue the CC under EU regulation while ensuring the conformity with the actual condition of Vietnamese fisheries are not simple. In recent years, D-FISH has tried applying to provide the most suitable regulations and favorable conditions for enterprises. To suit the own characteristics, Vietnamese fisheries industry tries to issue one CC for one exported consignment.
